Urodził się w dniu 28 listopada 1947 w miejscowości Rabinówka[1] w gminie Tomaszów Lubelski w województwie lubelskim. Ukończył I Liceum Ogólnokształcące im. Bartosza Głowackiego w Tomaszowie Lubelskim i tam zdał egzamin dojrzałości w 1964 roku[2]. W tym samym roku rozpoczął kształcenie w Studium Nauczycielskim w Zamościu na kierunku matematyka i fizyka. Tu przygotował pracę dyplomową Krzywe spiralne i krzywe przestępne pod kierunkiem mgra Władysława Borkowskiego, którą obronił w 1966 roku, uzyskując kwalifikacje do nauczania matematyki i fizyki w szkołach podstawowych. Po ukończeniu studiów w Zamościu został skierowany do pracy w charakterze nauczyciela matematyki i fizyki w Szkole Podstawowej w Wasylowie Wielkim[3] w powiecie tomaszowskim, gdzie pracował przez rok. W 1967 roku rozpoczął studia dzienne w Wyższej Szkole Pedagogicznej w Rzeszowie na kierunku matematyka, które ukończył w roku 1971 uzyskując stopień magistra matematyki na podstawie pracy Formy kwadratowe na przestrzeni wektorowej. Promotorem pracy był doc. dr Stanisław Złonkiewicz. W latach 1971-1976 pracował jako nauczyciel matematyki w szkołach średnich miasta Rzeszowa: Technikum Mleczarskie im. Tadeusza Rylskiego (1971-1974), IV Liceum Ogólnokształcącego im. Mikołaja Kopernika (1974-1976), gdzie pełnił też funkcję zastępcy dyrektora. Od 1976 do 2001 roku był zatrudniony w Instytucie Matematyki Wyższej Szkoły Pedagogicznej w Rzeszowie najpierw na stanowisku starszego asystenta, następnie adiunkta i profesora nadzwyczajnego. Był słuchaczem rocznych studiów podyplomowych z informatyki w Instytucie Kształcenia Nauczycieli im. Władysława Spasowskiego w Warszawie, które ukończył w roku 1977, stając się wykwalifikowanym nauczycielem informatyki szkół średnich.

W 1985 roku obronił na Wydziale Matematyki, Informatyki i Mechaniki Uniwersytetu Warszawskiego pracę doktorską, zatytułowaną O pewnym problemie przydziału zasobów w systemach współbieżnych programów, uzyskując stopień doktora nauk matematycznych. Promotorem pracy był prof. Andrzej Skowron, a recenzentami profesorowie: Jacek Błażewicz, Andrzej Salwicki i Józef Winkowski  Habilitację w dziedzinie nauk technicznych w zakresie informatyki uzyskał w roku 2000 w Instytucie Podstaw Informatyki Polskiej Akademii Nauk w Warszawie na podstawie rozprawy Rough Set Methods for the Synthesis and Analysis of Concurrent Processes, której recenzentami byli profesorowie: Lech Polkowski, Roman Słowiński i Józef Winkowski. Tytuł naukowy profesora nauk technicznych (informatyka) otrzymał w 2012 roku. Opiniodawcami wniosku o profesurę byli profesorowie: Witold KosińskiHenryk Rybiński, Roman Słowiński i Jarosław Stepaniuk. W latach 2013-2020 pracował na stanowisku profesora zwyczajnego Uniwersytetu Rzeszowskiego.

Pełnił funkcję kierownika Zakładu Informatyki w Instytucie Matematyki na Wydziale Matematyki, Fizyki i Wychowania Technicznego WSP w Rzeszowie (1986-2001), kierownika Katedry Informatyki na Wydziale Matematyczno-Przyrodniczym UR (w latach 2006-2011, 2013-2018) oraz dyrektora Instytutu Informatyki (w latach 2011-2012). Jest współorganizatorem Laboratorium Informatyki Stosowanej w Centrum Innowacji i Transferu Wiedzy Techniczno-Przyrodniczej Uniwersytetu Rzeszowskiego (2013). Od 2001 do 2006 był zatrudniony na stanowisku profesora w Wyższej Szkole Informatyki i Zarządzania w Rzeszowie, gdzie pełnił też funkcję kierownika Katedry Podstaw Informatyki.  W latach 2006-2009 był profesorem Państwowej Szkoły Zawodowej im. ks. Bronisława Markiewicza w Jarosławiu, a także prorektorem ds. rozwoju uczelni i kierownikiem Zakładu Systemów Wspomagania Decyzji (2007-2009).

Autor lub współautor ponad 250 publikacji naukowych, monografii w języku angielskim, 3 książek i 3 podręczników. Jest  członkiem komitetów redakcyjnych wydawnictw seryjnych i czasopism zagranicznych: LNCS Transactions on Rough Sets (Springer, Niemcy, od 2004) i  International Journal of Rough Sets and Data Analysis (IGI Global, USA, od 2014). Promotor 4 doktorów nauk technicznych (informatyka), ponad 100 magistrów oraz ponad 80 inżynierów i licencjatów informatyki i matematyki. Zorganizował we współpracy z Oddziałami Doskonalenia Nauczycieli w obecnym województwie podkarpackim kilkunaście edycji studiów podyplomowych z informatyki dla nauczycieli. Jest też organizatorem kierunku informatyka na I i II stopniu kształcenia w Uniwersytecie Rzeszowskim (2008). 

Aktywny członek towarzystw naukowych w kraju i za granicą: Polskie Towarzystwo Matematyczne (od 1977, zastępca prezesa Zarządu Oddziału Rzeszowskiego 1996-2000, 2002-2004); Polskie Towarzystwo Informatyczne (od 1985, współzałożyciel Koła PTI, członek Zarządu Koła, Rzeszów 1987-1990); Towarzystwo Naukowe w Rzeszowie (od 2001, zastępca prezesa Zarządu 2003-2006), przewodniczący Komisji Nauk Informatycznych (od 2001); Special Interest Group on Petri Nets and Related System Models, Bonn (od 1985); International Rough Set Society (od 1997), członek Advisory Board (2010-2012), sekretarz (2012-2014), członek Steering Committee (2014-2018), członek-senior (od 2016); European Society for Fuzzy Logic and Technology (od 2021). 

Od wielu lat pracuje w projektach na rzecz promocji rzeszowskiego ośrodka naukowego w Polsce i świecie. Jej wyrazem jest m.in.:

  1. Zorganizowanie i kierowanie od 2001 roku Rough Set and Petri Net Research Group, której celem jest wspieranie rozwoju i integracja członków poprzez m.in. aktywny udział w seminariach i konferencjach naukowych, przygotowywanie wspólnych publikacji, realizację wspólnych projektów badawczych oraz organizację lub współorganizację konferencji krajowych i międzynarodowych. W seminariach grupy wielokrotnie brali udział prelegenci z kraju i zagranicy. Grupa najpierw działała przy WSIiZ w Rzeszowie, a od 2006 przy UR. Spośród jej członków 7 osób uzyskało stopień naukowy doktora informatyki lub matematyki, a jeden jest doktorem habilitowanym z dyscypliny informatyka.
  2. Uruchomienie w 2013 roku portalu wiedzy i nauki Matematycy i Informatycy Podkarpacia+ z zamiarem propagowania pamięci o wybitnych badaczach, naukowcach i nauczycielach związanych zawodowo lub naukowo z regionem podkarpackim i obszarami ościennymi.
  3. Powołanie do życia w 2003 roku bibliograficznego serwisu internetowego Rough Set Database System, którego przeznaczeniem jest upowszechnianie wiedzy na temat innowacyjnych metod badań informatycznych w kraju i za granicą dotyczącej teorii zbiorów przybliżonych i podejść pokrewnych. Twórcą tej teorii jest wybitny polski matematyk i informatyk Zdzisław I. Pawlak (zob. także ISRL1 i ISRL2). Teoria zbiorów przybliżonych utworzona i początkowo rozwijana w Polsce, dzięki pracom polskich matematyków i informatyków, w tym także z Podkarpacia, stała się światową. 

Odznaczony Złotym Krzyżem Zasługi (2017), Srebrnym Krzyżem Zasługi (2002), Medalem KEN (2011), a także medalem 70-lecia Towarzystwa Naukowego w Rzeszowie (2006), medalem "5 lat WSIiZ" za wybitne zasługi na rzecz rozwoju uczelni w okresie pierwszych lat jej istnienia (2001) oraz statuetką polskiej informatyki za osiągnięcia naukowe i wkład w rozwój informatyki polskiej (2018). Dwukrotnie (1985, 1993) otrzymał Nagrody Naukowe Ministra oraz wiele nagród rektorów Uczelni, w których pracował[4],[5],[6].

Swoje prace publikował w takich czasopismach jak m.in. Information Sciences, Bulletin of the Polish Academy of Sciences: Technical Sciences, International Journal of Intelligent Systems, Pattern Recognition Letters, Fundamenta Informaticae, International Journal of Computational Intelligence Systems, Journal of Intelligent Information Systems.

W wolnych chwilach słucha muzyki lub pracuje w przydomowym ogrodzie. Lubi podróże i wędrówki górskie. Interesuje się polityką, historią i geografią.
